It calls itself "...one of the most popular [image] viewers worldwide!" and it seems a lot of people do seem to like it. This small, free, program can help you manipulate all your images in a vast assortment of formats.
It is free to download and use with Windows 9x, ME, NT, 2000, XP, 2003 , 2008, Vista and Windows 7. Written by Irfan Skiljan (hence the name which, incidentally, is pronounced "'EarfanView"), it aims to be simple for beginners and powerful for professionals.
You can use it to batch process a heap of images (so that they are all reduced to the same size and file format), cut and crop, 'paint' on images with lines, circles, arrows; make slide shows; sharpen, blur and add filters.
It isn't Photoshop, but then it doesn't cost you an arm and a leg and might just be the economic solution for editing your images on your computer, rather than using online systems like others we have included in this section.
